Should the local roadways in the area be brought up to current functional standards through widening and upgrading, or be maintained in their scenic and rural condition? Should the construction of new roadways in the area be considered? Are there existing roadways in the area that warrant inclusion in the County's Rural Roads Program?

I agree that zoning changes must consider the roads. That said, I would not be in favor of upgrading Mt. Ephraim Road as it's one lane gravel condition discourages (or used to!) automobile and truck use in favor of horses and bikes. Since the closing of the bridge on 28 on the weekends, cars have been ignoring the detour signs and taking this one lane gravel road without knowing they need to pull over for oncoming traffic. There is no signage about this--it's local knowledge and obvious when you encounter other traffic. This has made the conditions unsafe for horses and bikes. I haven't seen horses go by in over a year. The bike traffic has increased but it's not a safe situation when bikes coming off the mountain are speeding and cars do not expect oncoming cyclists on curves.

I think the roads should be considered on a case by case basis. Selective widening and upgrading should be considered for both Dr. Perry Road and Slate Quarry Road since geo-positioning systems direct drivers to these roads as alternatives during rush hours. I can think of no new roadways that are needed. Sugarloaf Mountain Road is defined as a Rural Road but is extensively used by Fire and Rescue for mountain rescues, and some attention should be given to safety improvements. Some local roads experience closure due to flooding and fallen trees or power lines, but surface upgrades would not prevent these situations. On weekends, some local roads have traffic issues due to bicycle traffic. I do not think any additional roads in the region should be considered for Rural Road designation.
